I think the red fledglings were given to Neferet by Darkness (like Aurox) but, because they were imperfect (like Linda) they were flawed and could choose between Light and Darkness

| I wonder if the Cast crew will ever elaborate... It probably wasn't some kind of big Darkness magic, because far as I could tell, she could only "control" (cant be done. like trying to control a cat) darkness once she had become immortal... hhhhhhhhhhhhmmmmmmmmmmm | |

| The teachers wont come back as a Red.
The 'comming back as a Red fledgling' is like a second chance for the students.
The Vampyres wouldn't have turned into Reds because they have already gone through the change as a Blue and so they can't be a Red Vampyre because they didn't reject the change.
